Licensing and Authority

Kingfisher Investigations, LLC is a Florida licensed private investigative agency authorized under Florida Statutes Chapter 493.

Agency License: A 3500230
Investigator License: Class “C”

Florida licensing regulates specific types of investigative activity, including:

  • physical surveillance

  • in-person interviews

  • evidence gathering

  • field investigations

  • certain categories of domestic or corporate investigative work

These activities may only be performed by licensed investigators operating within their state of licensure. Advisory and intelligence services, which make up the majority of our work, are not subject to these state-level restrictions.

Where and How We Operate

Florida (Licensed Field Operations)

Within Florida, Kingfisher performs the full range of regulated investigative services, including surveillance, in-person interviews, evidence collection, due diligence that requires fieldwork, and other matters that fall under Chapter 493.

When fieldwork is required outside Florida, Kingfisher uses licensed partner investigators in that state. All external work is coordinated and supervised to maintain Kingfisher’s standards of discretion, documentation, and investigative discipline.


Nationwide and Global Services

Most of Kingfisher’s work falls under intelligence and advisory services, which are not restricted by state licensing.

Research-based intelligence and advisory services are not regulated as private investigation in the United States. This means we can support clients anywhere.

These services include:

  • corporate risk and intelligence advisory

  • strategic due diligence and leadership vetting

  • executive and organizational security studies

  • threat assessments and protective intelligence

  • geopolitical and cross-border intelligence

  • OSINT and digital research

  • analytical reporting and intelligence structuring

  • training programs for legal, risk, and leadership teams

  • complex investigations based on research and analysis when fieldwork is neither required nor appropriate

These services fall under professional consulting and intelligence analysis, not regulated investigative activity.


Federal Permitted-Use Frameworks

When applicable, Kingfisher operates under federal permitted-use exemptions, including:

  • the Gramm-Leach-Bliley Act (GLBA)

  • the Driver Privacy Protection Act (DPPA)

  • lawful access to public and semi-public records

  • ethical open-source intelligence standards

We do not access data unlawfully or through prohibited means.

We do not access information unlawfully, use prohibited methods, or obtain data through financial pretexting or unauthorized surveillance.
